This is where standard school chemistry and things like "Physical change = reversible, chemical change = irreversible" fall down. The definition of a chemical change is one in which the chemical structure of a substance changes (ie bonds are broken and/or formed).

Dissolving salt in water actually causes a change in chemical structure - the crystalline structure of sodium and chloride ions in a lattice changes to completely separate sodium and chloride ions, each completely dissolved by water molecules. This is of course a change in physical form, but it is also a change in chemical formula (NaCl(s) changes to Na+(aq) and Cl-(aq) - Na+ and Cl- are no longer connected).

It's reversible, of course - heat the solution to drive off the water and you get solid NaCl again - but as I mentioned above, it's not that chemical changes are necessarily irreversible.

So I would consider this a chemical change - it's not a change you can only bring about by changing the physical properties - you also have to have the water present.
